The third floor is designated as the "Quiet Floor" with individual study spaces and study rooms. Conversations, talking on cell phones, and group study are prohibited on this floor.

Library Administration manages the day-to-day operations of the library, including staff, services, materials, and facilities.
The Library Director's office is on the third floor across from the West Conference Room.
The Special Collections Department oversees the Special Collections & University Archives located on the third floor. The department's goals are to provide archival support to the university and fulfill the West Library's obligation to preserve rare and special materials.

Special Collections include rare books, manuscripts, papers, clothing, and other items of unique value and importance to studying material culture, history, literature, and other subjects.

University Archives
The University Archives contains records documenting all aspects of Texas Wesleyan University from its founding in 1890 to present. The Archives preserves and makes available an assortment of materials, including original documents, photographs, newspapers, yearbooks, and artifacts. These materials document the history and legacy of the University and the surrounding Polytechnic Heights community.
New materials are added to the archives by transferring records from university departments and acquiring selected items from donors.

The general collection is the main library book collection, which includes material that reflects degree programs on campus and popular reading.
Donated by esteemed faculty member Joe Brown, the Joe Brown Theater Collection consists of books specifically curated for the field of theater arts. It serves as a valuable resource for research on scenes and design within the realm of theater.
The collection consists of books and teaching resources representative of a K-12 library. The collection is mainly used by the School of Education students, but the collection is available to the entire Texas Wesleyan community. The books are available for checkout with regular checkout privileges.
The Twyla Miranda Juvenile Collection is comprised of children's and young adult books, donated by Dr. Twyla Miranda. Dr. Miranda was a dedicated, respected and master teacher in the Texas Wesleyan School of Education for nearly 30 years. She passionately taught graduate and undergraduate reading and education courses, with a dedicated focus on student success and improving the lives of youth through reading and education.
The sheet music can be found in the M section of the General Collection. It includes a variety of compositions, such as popular sheet music, instrumental and vocal pieces, scores, and parts. The collection spans works published from 1900 to 2016 and features compositions by artists from various eras.

The Rare Book Collection comprises approximately 4,400 printed volumes with publication dates ranging from the early 1500s to 2018. The collection covers a variety of subjects with primary strengths in:
